A serial killer hires terrorist to create a new weapon that will be used in the city of Boston. To help him kill off his enemies, the new weapon is a substance known as Matter Fog. The Matter Fog bomb (MFB) is contained inside a giant shark. It is released and spreads towards the city. Anyone outdoors will be severly injured or killed by the enveloping matter fog. The FBI is onto the serial killer but the Matter Fog arrives and the police are forced to run for cover. The serial killer wears a special suit that protects him from the matter fog. It is up to a local weatherman to come up with a way to stop the serial killer and bring him to justice. The weather man uncovers the secret of the serial killler and how he evades the matter fog and tries to stop him.
